Immediately following the publication of the Report of the Constitution Review Group, the All-Party Oireachtas Committee on the Constitution (the O'Keeffe Committee) was established on 3 July 1996.

Its terms of reference charged it with a full review of the Constitution, having regard to the Report of the Constitution Review Group. The committee published two progress reports.
First Progress Report (1997) dealt with: the referendum, constitutional renewal, constitutionality of Bills and laws, local government, the electoral and ethics commission, the Ombudsman, 'Woman in the home' and gender-inclusive language in the Constitution, and an omnibus proposal of technical/minor amendments.
Second Progress Report (1997) dealt with Seanad Éireann.
